MIDDLEBURY, VERMONT — The James Martin Center for Nonproliferation Studies (CNS) is a nongovernmental organization devoted to reducing nuclear proliferation by research, training nonproliferation specialists, and disseminating information and analysis. This project would focus on leadership in Japan and the U.S. concerning security risks related to the spread of civilian reprocessing in Northeast Asia. It would address MacArthur's strategy to prevent nuclear terrorism, by denying terrorist access to fissile materials and promoting sound nuclear energy policies.

MIDDLEBURY, VERMONT — The James Martin Center for Nonproliferation Studies (CNS) is a nongovernmental organization at the Monterey Institute of International Studies (MIIS) devoted to reducing nuclear proliferation through research, training nonproliferation specialists, and disseminating analysis. This grant will train the next generation of nuclear security experts at MIIS. CNS will provide advanced interdisciplinary training in the areas of nuclear security and nonproliferation, expand course offerings for its Master's Degree Program in Nonproliferation and Terrorism Studies, particularly focusing on science and technology, and provide on-the-job training for its students. Funds will be used for partial staff salaries, student scholarships, and curriculum development.

CNS proposes three projects to strengthen nuclear security: Stopping Nuclear Equipment and Technology Black-Market Networks; Industry Awareness of Procurement Networks; and Controlling the Further Spread of Reprocessing Capabilities in Northeast Asia. Funds would be used for staff salaries, travel, workshops, and publications. These projects would address MacArthur's goals to deny terrorist access to fissile materials, and provide new insights and approaches to security challenges arising from national efforts to acquire nuclear weapons.
